The debate has been rumbling for a while now; do we need to get a TIE or not? According to official sources, any British person who is not resident, but wants to be, has until 31 December 2020 to get a TIE in order to safeguard their rights post-Brexit. For those already resident who have a NIE (Número de Identidad de Extranjero) their rights are protected by dint of having the NIE. However, it is advisable to get a TIE as soon as possible.
Why not? Why wouldn’t you want a form of ID that is clearly more use with a photo on it than the rather silly little green paper thing we currently have.
Forget that it took me three separate visits to the Policía Nacional before I got anywhere, here is what you should do. If you live anywhere in the Serranía de Ronda you need to book an appointment (cita previa) at the Policía Nacional office in Ronda.
You’re supposed to do this online at https://sede.administracionespublicas.gob.es/pagina/index/directorio/icpplus but it never worked for me so I got hold of a telephone number 952 1612 27 for the office in question, rang them direct and found the lady I spoke to very helpful.
Here is the procedure that I followed:
Download form EX-23 from the website http://extranjeros.inclusion.gob.es/es/ModelosSolicitudes/Mod_solicitudes2/23-TIE_RU_JUNIO_2020.pdf and fill it in
Complete Modelo 790 version 012 online at https://sede.policia.gob.es/Tasa790_012/ImpresoRellenar print it and take it to your bank to pay the 12 € fee.
Take your completed EX-23 form, the stamped and signed copy of the Modelo 790 – 012 from the bank, together with photocopies of your passport and your NIE (if you have one) plus a passport photo. You also need to take the originals of all photocopies to show.
They will take electronic prints of the index finger on both hands and that’s it.
In 45 days you can collect your TIE, not forgetting to make another cita previa for recogida de tarjeta.
¡Buena suerte!

We have recently lodged our TIE applications with Policia Nacional in Ronda and, as you have said, were told to collect in 45 days time. Does it have to be exactly 45 days, or do they advise by email or SMS when cards are ready to collect? I ask because the receipt seems to say it expires after 45 days so if we can’t get appointments for the right day do we have a problem?
Unfortunately, no, they don’t advise by email or SMS when your TIEs are ready for collection. My understanding is that they often have them ready for collection a few days before the 45 days is up – but this may have changed as more people have applied recently. I am sure they will hold onto them in the office after the due date. The good news with Ronda is that appointments are generally readily available.
Can I recommend that anyone who is not already registered, visits the official British and Spanish sources of information at https://www.gov.uk/guidance/living-in-spain and/or https://www.lamoncloa.gob.es/lang/en/brexit/Paginas/index.aspx.
The UK government is also funding 3 organisations in Spain to provide practical support for UK nationals who may have difficulty completing their residency registration. In Andalucía it is IOM – The International Organisation for Migration

31 December is around the corner, it’s worth taking action now and getting it right.
You don’t explicitly say, but I assume you already have your NIE. As a new arrival to Spain without anything, the lady you mention (who is helpful) directs you to Málaga. And the whole online appointment circular bureaucracy starts again.
